The legal activities within PMU are organized through a department headed by the PMU Legal Advisor and reporting directly to the PMU Director.
The Legal Department as such assumes two main roles:
First: Providing legal aid and assistance to different departments of the PMU. This includes providing legal advice on the management and supervision of Amman Management Contract, BOTPAS Samra, Amman Capital investment programme and on PMU's different activities relating to SCADA, reduction of illegal use of water and technical support to various water governorates. The Legal Advisor is also deeply involved in proving legal support to the Director in relation to the main initiatives in water sector, such as establishing a new water company in Amman.
Second: Developing a Regulatory Concept to support the proper implementation of Al Meyyah Programme, thereby leading to the establishment of the Water Sector Audit Unit (WSAU). In this Capacity, the PMU Legal Advisor is currently presiding over PMU's Legislative Programme, which is supposed to take place in 2007, with the participation of all stakeholders: MWI,WAJ, PMU, Amman Water Company and relevant donors.
As such, PMU's Legislative Programme aims at screening out the legal changes to be carried out to ensure smooth establishment and functioning of WSAU. It is also supposed to tackle issues relating to confronting illegal use of water in the Kingdom, and will touch upon the issue of institutional reform resulting from and/or needed for the proper establishment and functioning of WSAU.
